Honoring the 16-year Legacy of Dr. Frances Owl-Smith

For more than 16 years, Dr. Frances Owl-Smith has exemplified leadership, compassion, and steadfast commitment to the health and well-being of the Eastern Band of the Cherokee Indians by serving as the Physician Representative on the Cherokee Indian Hospital Governing Board. Her tenure—spanning an incredible 16 years and two months—has left an indelible mark on the Cherokee Indian Hospital Authority (CIHA) and the Eastern Band of Cherokee Indians (EBCI). During the November Hospital Governing Board meeting, CIHA celebrated her extraordinary contributions during a retirement ceremony.

Dr. Owl-Smith has been a passionate advocate for providing high-quality medical care that addresses the unique challenges of the Cherokee community. She has consistently championed initiatives that prioritize patient well-being and access to essential services, including medical, dental, and optometry care. Her leadership extended beyond advocacy; she actively shaped the development of healthcare services and facilities that meet the needs of the Eastern Band of the Cherokee Indians today and for the next seven generations.

As Chair of the Quality Committee, Dr. Owl-Smith provided responsible governance over the health system’s quality improvement efforts, ensuring that CIHA continues to uphold its mission of delivering excellence in patient care. Her work on the Elements Committee further showcased her vision and attention to detail, where she played a critical role in the design and planning of facilities such as the Cherokee Indian Hospital and Tsali Care Center. Her contributions ensured these spaces were not only functional but also healing environments that reflect the culture and values of our community.

Dr. Owl-Smith’s deep empathy for the most vulnerable members of our community has been a cornerstone of her service. She has consistently lifted up the needs of elders and long-term care patients, ensuring their voices were heard in discussions and decisions. Her advocacy has been instrumental in the construction and operations of the new Long-Term Care Community, a vital resource for elders and their families.
